1.1 Key Standards
ICAO Annex 11 (Air Traffic Services)

Doc 4444 (Procedures for Air Navigation Services – Air Traffic Management)

National ATC Regulations (e.g., FAA Order 7110.65, EASA ATM/ANS)

1.2 ATC Unit Certification
Licensing Requirements: Valid certifications for units and controllers.

Staffing Audits: Verify compliance with ICAO Doc 9758 (Human Resources).

Workshop: Draft an audit plan for a regional control tower.

Day 2: Operational Procedures & Communication
2.1 Airspace Management
Sectorization Compliance: Validate traffic density vs. sector capacity.

LOA (Letters of Agreement): Review coordination with adjacent units.

2.2 Communication & Phraseology
Radio Checks: Random review of voice recordings for ICAO phraseology.

Backup Systems: Test HF radio, CPDLC, and hotlines.

Case Study: Analyze the 2023 Tokyo ATC communication failure.

Day 3: Training, Competency & Equipment
3.1 Controller Training
Initial/Recurrent Training: Validate simulator hours and emergency drills.

Proficiency Checks: Assess records for RVSM, wake turbulence, and ILS CAT III.

3.2 Equipment Audits
Radar/ADS-B: Calibration certificates and redundancy tests.

Navigation Aids: ILS/VOR compliance with ICAO Annex 10.

Practical Exercise: Inspect a simulated radar control room (mock outage scenario).

Day 4: Safety Management & Cybersecurity
4.1 SMS Implementation
Hazard Reporting: Evaluate ASAP/voluntary reporting systems.

Risk Assessments: Review mitigation for top risks (e.g., runway incursions).

4.2 Cybersecurity Protocols
Network Security: Firewall configurations and access logs.

Phishing Drills: Audit biannual cybersecurity training.

Workshop: Conduct a tabletop exercise for a ransomware attack on ATC systems.

Day 5: Emergency Preparedness & Final Audit Simulation

Evacuation Drills: Tower evacuation under 5 minutes (ICAO Annex 14).

5.2 Final Simulation
Live Audit Exercise:

Inspect a mock ATC unit with pre-planned NCs (e.g., expired licenses, uncalibrated ILS).

Draft findings and a Corrective Action Plan (CAP).

Practical Training Components
1. Live Audit Simulation
Scenario:

ATC unit with outdated LOAs, understaffed night shifts, and expired ILS certificates.

Teams must:

Interview "controllers" (actors).

Review training logs.

Write an audit report.

2. Tabletop Exercise
Scenario:

Post-audit meeting where ATC managers dispute findings about staffing levels.

Practice evidence-based negotiation using ICAO standards.
